'In explaining his request to Limon, the NHRC chief claimed that it is very difficult to get justice against the state. He says he proposed this as a compromise to Limon if RAB also drops its cases. This line of reasoning is baffling since the primary mandate of the NHRC is to advocate, promote and protect the human rights of citizens against the abuse of state powers. As such, the NHRC chief’s main concern should be ensuring justice for the victim, not kowtowing to the state. One of the basic tenets of democracy is that citizens can avail themselves of the judicial system to challenge the actions of the state if its powers are unjustly directed against them.
