21062013 傳承港英兩地執勤經驗 前少年警校教官再執教鞭 「好仔唔當差！」這句老話不但反映上一代人，抗拒親人加入警隊的態度，亦勾起「老差骨」黎錦洪，當年隱瞞雙親報考警察，令母親痛哭3日3夜的不快回憶。 在香港、英國兩地執勤33年，黎錦洪年初退下火線，回港重拾昔日在警察少年訓練學校的教鞭，開辦私人訓練營，傳承獨有兩地執勤經驗，協助新一代加入警隊。 當年十八出頭，黎錦洪一心以投考「幫辦」為目標，但最終只獲聘為警員。 回想當日雄心壯志，他坦言準備不足是他的致命傷： 「天好大地好大，要求同自己 能力係有落差」。 他又對當年負責面試的警官的一句話感到特別深刻， 「佢問我What sort of preparation you have done before？(做過甚麼準備)，我都答佢唔到，俾佢叫我出番去……」 最終，黎錦洪因一次準備不足，花近12年時間才由警員一步一步擢升至督察職級，但這 個親身經歷令他深明，事前準備的重要。 由巡邏小隊到機動部隊，交通意外調查組至掃毒反黃工作，黎錦洪最難忘的始終是，他在警察少年訓練學校當社監的兩年半時光。 他記得當年曾有一名身高不 達標的學員，每天都堅持度高： 「見佢好有毅力，日日度高，但天生生得矮，日日度住高唔代表會高，於是教佢做針對性運動，好似打籃球同跳高……佢最後終於高 咗3cm，達標可以入警校再受正規訓練，佢嗰陣攬住我喊……睇到啲小朋友俾入嚟嗰陣成長係好鼓舞！」 這樁軼事亦為他今日重執教鞭埋下伏線。 嘆新一代忽略身邊事物 談及近年投考警察的新一代，黎錦洪坦言他們在體能及時事認知上處於弱勢。 他不諱言，資訊渠道愈趨發達，新一代在接收到訊 息時，或出現取捨的難題，「當資訊多到接收唔晒，覺得唔係my cup of tea咪唔睇囉，啲人關心Candy Crush問人攞命多啲」； 他直言，新一代對身邊的時事多抱著 「關我鬼事」 的態度，但作為準警察 「連自己服務個社會有咩發生都唔知，其實係一個好大問 題！」 至於近年本港涉及政治民生的遊行示威日增，警民關係常處於爆發衝突的臨界點，黎錦洪認為警員只需恪守政治中立的原則，加上做事從心出發 (Acting on good faith)，有理據自然可「企硬」。 不過，他對本港未有 「辱警罪」 感到可惜， 「警察都係一份工作，係咪要俾人問候呢？」 他強調，從事不同工作的人都應受 尊重。 警方今年度共招聘175名見習督察及990名警員，空缺數目按年增加一成，但成功率分別只有11:1及45:1。 因應競爭情況激烈，黎錦洪將在9月開辦為期6天的收費特訓營，傳授應考準備及分享獨有兩地執勤經驗，提高投考成功率，名額30個，需作入營篩選。 投英警隊難忘歧視 在港當差十多年，由警員一步一步升至督察，後來為與家人團聚，黎錦洪決定離港赴英發展，但受制於當地規定，他必須重新投考，並再由警員做起，最終加入當時僅得1名華人警察的英國漢普郡(Hampshire)警隊，「三千幾個警察入面，連埋我都係得兩個華人警察，真係百分之一都冇」。 既是白人同僚眼中的極少數，在工作上難免遭受歧視， 「我拎份文件俾個白人簽名，佢叫我擰轉面，用背脊當note pad俾佢墊住嚟簽……我梗係拒絕啦，佢就鬧我，我同佢講佢再鬧，我就即刻投訴佢！」 黎坦言，這種侮辱華人下屬的手法，在早年的香港警隊亦十分盛行； 可幸當時在英國警隊內，已明文禁止歧視行為。 除受同僚歧視，外勤時亦遇上當地居民存心挑釁。 黎錦洪解釋，不少當地居民因甚少離開自己居住的小鎮，對外來的少數族裔印象刻板， 「白人以為個個華人 都係Bruce Lee (李小龍) 同Jackie Chan (成龍)，一定識打功夫……華人警察體型又唔及西方人，佢哋成日都想同你打過！」 Google Transltion 21062013 Ounces heritage Hong Kong to experience before duty police academy instructor and then coached youth whip "Well good earners errand!"
