Yesterday, 29th November, Alexander Zakharchenko, Head of Donetsk Peoples Republic signed the Decree № 25 On the introduction of external governance in the fuel and energy, oil, gas and coal industries. Pursuant to the Resolution of the Council of Ministers of DPR № 18-5 from 21.07.2014, On the transition to state ownership Donetsk Peoples Republic of state property Ukraine, and the Decree № 32-1 from 12.09.2014. On the Procedure for interim administrations in the fuel and energy, oil, gas and coal industries. The adoption of this decree is aimed at preventing the export of property and documentation of state-owned mines and coal and energy companies, which were owned by the state of Ukraine in boards of former Donetsk region, as well as to strengthen the control over the management of production of coal mining, fuel and energy and oil and gas companies. I want to remind you that the same Kiev junta wanted to do in the Crimea. Then, in March 2014, heads of enterprises subordinate to the Kiev junta succeeded in destroying part of the documentation. This complicated the work of enterprises, because the documents need to be restored to the normal operation of enterprises. In occupied territory of Donetsk and Lugansk republics, Kiev junta stole property of all companies, including manufacturing equipment.
