A bill (S. 2038) that would address the problem of long-term unemployment was introduced Feb. 25 by Sen John Thune (R-S.D.). The Solutions to Long-Term Unemployment Act would implement a six-month payroll tax holiday for employers that hire long-term unemployed workers and exempt newly hired employees from the employer-mandate provision of the Affordable Care Act (Pub. L. 111-148). The bill would apply to those unemployed for at least 27 weeks. The American Payroll Association expressed concerns about the administrative burden that may be created by the payroll tax holiday proposal and recommended that the period end on the last day of the quarter that is six months after a qualifying employee is hired.
