CHIEF SUPPLY CHAIN MANAGEMENT OFFICER(1 POST): - JOB GROUP ‘M’ REF: Ref: BCPSB/16/2013 The Officer will be responsible to the Director, Supply Chain Management Services for proper administration of the Supply Management Unit. DUTIES AND RESPONSIBILITIES: i) Responsible for the management and coordination of the Supply Chain Management Services in the County; ii) Support to the Chief Officers, ensure that all Supply Chain Management processes are fully implemented, effectively within time iii) Providing administrative guidelines on implementation and interpretation of Public Procurement and Disposal Act 2005 and supporting Regulations; iv) Planning and coordination of supplies management services; v) Enforcement of government procurement regulations, systems and procedures; vi) Manage the procurement of goods and services; vii) manage stores and assets of the County Government viii) Administer the demand management process; ix) monitor and evaluate Supply Chain Management processes x) To ensure compliance with Supply Chain Management prescripts xi) Preparation of supplies estimates of expenditure and control of vote book and xii) Perform any other duties as may be assigned by the Director, Supply Management Services. REQUIREMENTS FOR APPOINTMENT: i) Be a Kenyan Citizen; ii) Having served in the Supply Chain Unit of a busy Public Sector Organization for a period of not less than five (5) years or a comparable or relevant position in the Private Sector; iii) Have a post graduate diploma in Purchasing and Supplies Management; iv) Have a Bachelor’s Degree in any of the following; Procurement & Supplies Management, Commerce, Business Administration, Economics, Marketing Management, or equivalent qualifications from a recognized Institution; v) Have shown exemplary leadership and management qualities and meet the requirements of leadership and integrity set out in Chapter Six of the Constitution; vi) Demonstrable knowledge and experience of working with the use of ICT equipment in processing Procurement transaction; vii) A recognized member of KISM and / or CIPS in good and regular standing; viii) Demonstrable knowledge and experience in procurement management; ix) Familiarity with policies, laws, regulations and operations of the Public Procurement and Disposal Act 2005; and x) Having a Masters Degree will be an added advantage. TERMS OF SERVICE: Permanent and Pensionable i. Salary scale : Kshs 41,590 - 55,840 ii. House allowance : Kshs 20,000 p.m iii. Other allowances : Kshs. 16,000 p.m.
