ALLOW PF TO COMPLETE ITS TERM A new Party in government is a danger to economic stability and has the potential to cause a fiscal and monitory “shock”. In the absence of a more experienced MMD bouncing back under RB, it makes governance sense that the PF be allowed to complete their term. Listening to the campaign messages particularly from the UPND, only reaffirms my thinking. It is either HH has very little understanding of the counter balancing interplay between fiscal and monitory policies or he is simply deliberately misleading the nation to gain political mileage. His promises are unattainable within the constitutionall y limited term of one year nine months within which all promises must be confined. One cannot promise Zambians what is attainable over a period of five to ten years since Zambians have to enter into another social contract with a winning party come 2016 and 2021. Any genuine promise for the January 2015 election must have achievements limited to the one year nine months period in terms of achievement. Anyone making grand long term promises like HH is doing could be hiding an ace up their sleeve to either cancel the September 2016 election or dissolve Parliament immediately after the January 2015 election or simply do something else to prolong their stay in power. How can a grand leader promise so much paradise with a constitutional life span of twenty months? One wonders how a new political party wishing to be in government for the first time would want to swap a five year term for a one year nine months term! Someone definitely is hiding some evil intention! The term “the devil you know is better than an angel you do not know” comes into play here! Let us unpack HH’s campaign promises: At the beginning of campaigns for the January 2015 Presidential by-election, HH held a press conference and a rally in Kanyama and promised the electorates the following: 1. Enact the constitution before 2016; 2. Free Education up to tertiary level; 3. Create jobs; 4. Gazette Kanyanta Sosala as Chitimukulu; and 5. Reduce the cost of living. I will not deal with points number 1, and 4 because they are too obvious and just requires one with the right attitude. On the second promise we need a detailed strategy unpacking how this will be done from January 2015. We need explanations on how much it will cost and how such an intervention will be funded. The third promise involves achieving economic development beyond economic growth. This requires use of both fiscal and monetary policies and industrial strategies that will trigger positive structural changes to the economy. Neither the time period, nor the current proposed budget policy statement’s objectives support that. The fifth promise can best be regarded as irresponsible political rhetoric from a well-informed person. It is an insult to the intelligence of Zambians to suggest that any new government within one and half years can reduce the cost of living for them. An existing Government can reduce the cost of living because it can be an outcome of their broadly existing strategy that has roots from a reasonable period already covered. The PF government is already in place. On 20th January 2014, we urge all Zambians to vote for Edgar Lungu and the Patriotic Front to ensure the smooth and successful delivery of economic and developmental projects in the country. We expect the leadership of EL as the new Head of State to focus on keeping the country united and bringing on board, a team of young leaders who will take this country to greater heights. This is what we want for Zambia. This is what Zambia deserves. Let make sure the PF takes us through the transition.
