AN OPEN LETTER TO CM KPK Dear Chief Minister KPK I want to bring your attention to a very imperative national issue.there are some principles to live in and to dight and preen of the society.this theory depends on the culture of the people living in the community.some principles are about human ideals,ethics and issues.according to my little knowledge when ideological principles are once made or chosen there remains very little room for change.if more space is chosen than the people of the world would follow an ideology.while the principles of ethics and issues are developed after a great home work and increased effort and such system is developed which is able to improve the living condition and standard of the people.unfortunately in our country no principles and rules are developed to improve ethics and issues.However, if a law is developed, it is not brought into practice or compliance. The first thing for society,s sustainable development is good infrastructure.If not, the society will lack even basic amenities and facilities of life as we are facing in our country today.we should point out such system which creates hurdles and obstacles in the way of progress. This is our contractual system "THIKADARI NIZAM" which is the solely cause of our society destruction.Benefits of the system are understandable by the contractors or by those who support them.As a layman i would like to share some realities of this system. 1. The system is completely unsafe and unsecured from its origin.individual entity of contractor is not according to the need of the time but there is a crying need for establishing completely legal and formal company. SOLUTION Under provisional legislation individual entity should ban and completely legal and formal company should declare as eligible.the responsible authorities of the district should be responsible for keeping complete and fair record of each company and to submit performance based report to the relevant institutions during specific period. 2. The Public is loosing confidence in government institutions because this system promotes individualism and favoritism.to use them for political purposes anti social thinking and silence by the responsible authorities backing a quite painful story. SOLUTION Projects should be given to the performance based enlisted & qualified companies so that the coming generation can save from this bug of bogus system and provide them a stable domain of career. 3. In government projects there is lacking of community involvement.no consultation or authority is given to the community.that is why this system has monopoly in every black and white activity. SOLUTION Through provisional legislation community participation and involvement should declare compulsory and formal practice as happens in NGOs. Under this legislation working group(s) should form in each Union Council in which deserving and talented people must rank in front line positions for making the proje ct,s selection, implementation and monitoring & evaluation more transparent, effici ent and effective. This group should empower in financial matters and other project related activites. Because NGOs performance by involving community and by engagi ng them in different aspects is highly appreciable and admirable as it is lacking in government sect0r. I hope you will not only consider this matter seriously but will also focus on the solutions. Our support and services are always there for such revolutionary decisions.
