About Chittagong Hill Tracts Regional Council Introduction: Chittagong Hill Tracts Regional Council was formed in accordance with the Chittagong Hill Tracts Accord 1997 signed between the Government of Peoples’ Republic of Bangladesh and the Parbatya Chattagram Jana Samhati Samiti (PCJSS) on 2 December 1997. The Chittagong Hill Tracts Regional Council formally started it functions since 27 May 1999 as per Chittagong Hill Tracts Regional Council Act 1998 (Act 12 of 1998). Functions of the Chittagong Hill Tracts Regional Council: 1.Overall supervision and coordination of all development activities under the Hill District Councils and all other matters entrusted to them: Provided that if the Regional Council, during supervision and coordination under this section, has any dispute on a matter with a hill district council or with more than one hill district council, then the decision of the Regional Council, under this Act, shall be final. 2.Supervision and coordination of the local councils including municipalities; 3.Overall supervision and coordination of the Chittagong Hill Tracts Development Board set up under the Chittagong Hill Tracts Development Board Ordinance, 1976 (LXXVII of 1976); 3.Supervision and coordination of the general administration of the hill districts, law and order and development; 4.Supervision and coordination of tribal traditions, practices etc. and social justice; 5.Issuing licenses for setting up heavy industries in hill districts in keeping with the National Industrial Policy. 5.To conduct disaster management and relief work and co-coordinating of NGO activities. Formation of the CHTRC: Unless there are any different provisions in this Act or regulations, the executive powers of the council shall vest in the chairman and these powers shall be exercised by the chairman directly or by any person empowered by him. Subject to the provisions of this section the council shall be set up comprising the following members, for example:- 1. Chairman; 2. Twelve Tribal Members; 3.Six Non-Tribal Members; 4.Two Tribal Female Members; 5.One Non- Tribal Female Members; 6.Chairmen of the three Hill District Councils, ex-officio. Organogram of CHTRC: There shall be a Chief Executive Officer for the council and he shall be appointed from among the Joint Secretary level officers of the government. Besides, there shall be two Executive Officers and four Assistant Executive Officers in the CHT Regional Council. The organogram of the CHT Regional Council is composed with 73 officers and employees. The CHT Regional Council executes its official functions through following four sections: Administration and Service Section: All administrative and service functions are executed in order to public welfare.
