Animal Testing required in the US??? In the past, the Leaping Bunny Program has expressed serious concerns about the Safe Cosmetics and Personal Care Products Act (SCPCPA), H.R. 1385, legislation that would overhaul the way cosmetics are regulated in the United States. While this legislations intended purpose is to ensure that cosmetic and personal care products are safe, newly released information confirms our worst fears that a significant number of animals would be required to test cosmetic ingredients for safety. The article Safety Evaluations Under the Proposed US Safe Cosmetics and Personal Care Products Act of 2013: Animal Use and Cost Estimates, published January 24, 2014 in ALTEX, the leading scientific journal on testing alternatives, projects that passage of the SCPCPA will result in 1-11.5 million animals being used in new testing required by SCPCPA, and will cost companies between $1.7-$9 billion dollars to perform these tests over the first 10 years. Though the bill states that non-animal testing methods should be used when possible, the reality is that not all of the tests mandated under the legislation have non-animal alternatives available. Consumers, companies, and animals would be better served by focusing finite resources on the development of new test methods that would allow the rapid testing of cosmetic ingredients without the use of animals.
