Anti-dynasty law is an important step towards electoral reform. But alone, it will not democratize and eliminate fraud in the electoral process. It should be coupled with electoral reforms that would (a) make the elections less costly for candidates, (b) eliminate fraud in the system of voters and party registration, filing of candidacy, counting of results, proclaimation, and resolution of disputes, (c) effectively educate voters, and (d) exact accountability to both the election officials and candidates.
