At MARINA when their responsible person failed to monitor the inadequacy of Seafarers Identification Record Book (SIRB) and now attempting to issue Seafarers Identification Record Sheet (SIRS) with a validity of One Year instead of five to ten years as provided by ILO Convention 185 and knowing that terrorism is the most highest issues all over the world, will other Nations be happy because MARINA failed to deliver the needs of Filipino Seaman and just willing to accept the Record Sheet created by Dr. Max Mejia as a replacement of the normal Seafarers Identification Document (SID)? Will they (other Nations) be easily convinced by Dr. Max Mejia without anticipating anti-terrorism policy? Who will be penalized by Malacanang Palace for this inconsistency other than MARINA Administrator Dr. Max Mejia Jr. and the Head of SIRB and STCW Division if more or less 5 billion dollar annually remitted by seafarers will be lost? Will President Benigno Aquino III be happy because according to Dr. Max Mejia no one from any seafaring Nation had question him, and in case a question may happen a seaman can call him? What shall he do if a seaman call him that their entry to other Nations was denied because of anti-terrorism policy? Is this a real solution to EMSA issues where about 80,000 Filipino seaman are about to lost their jobs and be denied to enter European Nations or an additional deficiency of MARINA to the European Commission tantamount to diminish the employment of Filipino Seafarers?
