Are you planning a fishing trip to Schleswig-Holstein, Germany? - Beware, new angling tourist regulations took effect 15 July. German residents have to pass a test before they can get an angling license. Details can differ from one of the 16 German states [‘Länder”] to another. Tourist anglers don’t need to pass a test but there are other rules to follow. Schleswig-Holstein has revised and made more restrictive its angling tourist regulation scheme. It took effect 15 July. Though more restrictive the new scheme also opens a new possibility, that: ‘also foreigners in Schleswig-Holstein can get a regular fishing license if they demonstrate the skills required by the deposition of a fishing license exam. This should be especially interesting for our Danish neighbours.” Now, the exam-free "holiday fishing permit" is issued only twice a year for 28 consecutive days (previously three times a year). With the permit approval comes a comprehensive information leaflet that informs the angler of important animal welfare issues, stunning and species protection. The angler must confirm he has dealt with welfare issues concerning fish stunning, killing and conservation aspects. The legal consequences of non-compliance is explicitly stated. Non-compliance can be fined to the tune of 25,000 Euros. If the angler fish from a commercial charter boat or in a commercial fishing ponds under expert supervision, then the operator can take over the angler’s responsibility for the animal welfare and species conservation issues. And a fishing license would no longer be required under these circumstances. This derogation is effective only if the commercial provider wants to make use of it and accepts the responsibilities accordingly. Otherwise, a fishing permit or a holiday fishing permit would be required. The fishing fee of 10 Euros is payable annually in any event – also when fishing takes place from a charter boat or in a fishing pond. The payment of the fishing fee or the purchase of a leisure fishing license is currently only possible at the regulatory agencies and the Fisheries Department during opening hours.
