Attempts to prohibit surrogacy in Russian Federation Elena Mizulina, the chief of the Committee for Family, Women and Children Affairs, states that“surrogacy can lead Russia and all humanity to extinction and that’s why surrogacy must be prohibited in Russian Federationâ€. In her opinion, surrogacy can be used as the last resort and under strict federal control. The chief of the Committee for healthcare, Sergey Kalashnikov doesn’t agree with such statements and doesn’t support such trying to create in society negative attitude to surrogacy. He believes, that - “for many Russians and a lot of people from another countries, surrogacy is the only natural way to have own babyâ€. Mr. Kalashnikov stated that this question connected with ethical aspect of using of woman’s body for carrying of another’s person’s baby, but it is not a reason to prohibit surrogacy at all. Reminding that all aspects of surrogacy programs in Russian Federation are regulated by the Federal Law “About citizens’ healthcareâ€, articles 51 and 52 of the Family Code of Russian Federation, some by-laws and orders. According to the abovementioned laws, married and unmarried couples and single women can participate in surrogacy programs.
