CORRUPTION & VETTING IN THE POLICE- A PERSONAL DILEMMA: After driving on Kenyan roads for a couple of years without any accident or incident with Traffic Police Officers, they finally caught up with me on 1st April, 2006. While driving towards Thika, I was flagged down by Traffic Police just after Roysambu Round-About and accused of over-speeding. The Police Officer in charge of the detail was one Inspector R M. I explained to him that I knew for sure that I was not speeding but he could hear none of that. He insisted that I should pay Cash Bail and make plans to attend court t and answer to the charge of over-speeding. I noticed that other motorist who had been flagged down would walk to a nearby police van, shake hands with a Corporal who was holding some receipts and then drive off. I was not ready to that. REASON: At that time I was working for the then Kenya Ant—Corruption Commission (KACC). I could not tell the Police Inspector that or even bribe him. I paid a cash bail of Ksh. 1000/= and I was bonded to appear in Court on 3rd April, 2006. I dutifully appeared in court on that day but I was informed by the Court Clerks at the Traffic Registry that my file had not been brought and I was not even charged with any Traffic Offence. I checked again after one week and the story was the same. I then proceeded to Room 110 at the High Court (Now Supreme Court) to ask for a refund since the cops had not charged me. The Clerks in Room 110 laughed out loudly and then told me; “kwani hujui mambo ya Polisi, hiyo walimeza”. They also told that the Inspector who had booked me was well known and notorious for such tricks. That is how he made money for himself and his bosses. Being an Officer at KACC, I sought the help of my colleagues who had come from the Police Force (CID). One of them knew the Inspector and he called him on phone. I did not get the full details of their conversation but after 2 days my colleague told me; “Captain, wee wachana na hii maneno, unless unataka kuhama Nairobi ama kuweka gari yako nyumbani kabisa-huyu mtu anajulikana sana” I got the message loud and clear and let the matter pass but I did not forget and I kept the evidence safely. I later learnt that the Inspector is very wealth and enjoyed the protection of very senior people at Vigilance House then. On Monday 19th May 2014 I saw the name of this Policeman who has since been promoted to a Superintendent (SP) in one of the dailies listed among Police Officers who are to undergo vetting by the National Police Service (NPS). Should I file a complaint against this man and ensure he is kicked out of the Police Service? See the evidence below and let me hear your views.
