Community College Fee Waiver Restrictions Exempt Foster Youth On January 13, 2014 the California Community College Board of Governors (BOG) approved regulations designed to implement changes enacted by the legislature through the Student Success Act of 2012 (SB1456) to the community college BOG fee waiver program, which allows low income students to attend community college without have to pay class enrollment fees. The regulations provide that students who are placed on academic or progress probation for two consecutive terms are no longer eligible for the fee waiver. In keeping with their long-standing commitment to supporting foster youth college success, the regulations exempt current and former foster youth from the provision. The exemption is scheduled to sunset in 2017. Each district is also required to create an appeals process available to all students who do not qualify for the foster youth exemption that allows campuses to reinstate the fee waiver based on individual extenuating circumstances or academic improvement.
