Consultancy Assignment PROJECT MANAGER- ECHO PROJECT Odisha Rapid Flood Response – Aug 2014 Name of the position – Project Manager Duration- 6 months (may be extended by a month) Location – Odisha, Jajpur (Local Partner Office) CA Background- Christian Aid is an International development organisation that insists the world can and must be swiftly changed to one where everyone can live a full life, free from poverty. Christian Aid is HAP certified Humanitarian Organisation and it is a core component of global strategy. Christian Aid has a long history of successfully responding to the emergencies in different parts of the country and focuses on the disaster risk reduction, and appropriate response to disasters to ensure that the most marginalized and excluded communities are better prepared to cope with disasters such as a floods, cyclones, earthquakes, and human conflict. Purpose of the post Christian Aid is the (lead agency) for Odisha flood response project supported by ECHO. Christian Aid will work with one partner – Church’s Auxiliary for Social Action (CASA) for immediate humanitarian assistance in Bhadrak and Jajpur districts of Odisha. We are looking for a highly motivated, passionate and experienced professional who will provide overall leadership to this project while working with Local Partner Organisations, in coordination with the Christian Aid Humanitarian Team to successfully implement the ECHO project contracted through CASA within the agreed timelines. Major Duties and Responsibilities:- Project Design, Coordination and Monitoring of the ECHO project • He/she will ensure the project strategy is delivered with maximum efficiency and professionalism through providing guidance and support to the team and implementing partners. • He/she will be establishing overall coordination of the ECHO funded project through regular coordination with partner staff, other respective representatives of other consortium members. • He/she will be present for the monitoring visits by ECHO along with the Christian Team in the implementation area under review. • To ensure coordination with CA India team and sharing reports timely along with project management team, coordinate and develop case stories and compile lessons learnt. • He/she is responsible to monitoring the project activities as per Gratt Chart/Activity plan and also ensure project outcomes as outlined project LFA. • He/she will ensure all documentation as per ECHO project needs with local partner organisation with consultation to the Humanitarian Team. • The financial reports from the partners will be gathered by her/him, compiled, analysed and be forwarded to finance manager of Christian Aid for further guidance and related actions. Reporting and Documentation • Complying with reporting needs of ECHO- interim report, and final report and meeting reporting deadlines. The reports will be sent at least 5 working days prior to the deadline set by ECHO to enable review by the steering committee. • Regular communication with other members of consortiums, networks to keep track of progress of the project, review if any changes required and inform the national level steering group accordingly. Capacity Building • He/she will coordinate the project trainings that need to be arranged by the partner agency for their staff or members of the community. • To participate in the various partner level trainings and meetings and take the technical sessions and send the training reports. Essential qualification • University Degree in one of the following field: social sciences, Public administration, humanitarian sector and other any development sector. • At least 5 year experience of similar humanitarian projects funded by ECHO. • Specialization is managing rapid responses especially CASH TRANSFERS with ECHO projects • Good understanding with procedures and processes of ECHO along with understanding of ECHO reporting guidelines and formats. • Strong understanding of the situation of emergency throughout Odisha state. • Good rapport with networks working in Odisha, especially those responding to emergency situations Salary and other benefits- The total consolidated monthly salary is INR 120,000 and tax as applicable.
