Elsie Muhanda County Minister for Health Has a Bachelor of Education Degree (Economics and Business Studies) from Kenyatta University with a Post Graduate Diploma in Population Studies from the University of Nairobi. She has vast experience in business and management through her illustrious career spanning 30 years as a successful entrepreneur and lecturer in Economics and Business Studies. Her experience includes both local and international exposure. Elsie has been actively involved in different community services and has served as a commissioner in POVERTY ERADICATION COMMISSION. The health docket is concerned with ensuring citizens and non-citizens access quality and affordable health services. This includes ensuring that interventions are put in place to encourage healthy living and emphasizing on prevention when it comes to tackling debilitating illnesses. The ministry intends to establish structures with a view of improving service delivery in hospitals, primary health facilities and community units will be put in place. Given that health delivery is 98 percent devolved, human resource data in the County will be updated and analyzed to establish the existing capacity. Rationalization of the human resource will then follow. After the HR needs assessment, new staff will be employed to fill the gaps. Further, I will embark on reconstruction and constitution of hospitals’ Boards and other health facilities’ health management Committees. Development of the Annual Work Plan for the financial year 2013/ 2014 has already been initiated. Maternal and Child Health are very close to my heart. I will embark on assessing the impact of free maternity service, which has been rolled out nationally, with a view of making Kakamega a model County. We are tackling the challenge of high maternal and infant mortality whereby Sh.100 million has been allocated in this year’s budget to address quality maternity services and postnatal care. The Kakamega Regional Referral Hospital is integral to provision of specialized medical care in the region. In the current year, we plan to have a modern ICU, acquire a state-of-the-art CT scanner and set up a Renal Unit in order to save lives and reduce referrals to other facilities. Ultimately, a medical school will be started in the region in collaboration with other partners including Masinde Muliro University. There are eleven sub-county hospitals with inadequate facilities (equipment, infrastructure and spacing). In this financial year, they will be upgraded to fully provide X-ray services, theatre services, laboratory equipment and rehabilitative services. This will decongest the regional referral hospital and increase access to healthcare. ICT will be fully embraced in all health facilities to make service delivery more efficient. The process is already on-going. The data generated will be useful for planning, resource allocation and decision making for quality improvement. Diseases such as Malaria, pneumonia and other debilitating illnesses in the County continue to deprive us of our fathers, mothers, sisters, brothers, spouses and loved ones. We as a ministry are committed to fight this burden through curative, preventive and promotive measures. Environmental health will also be a priority for this ministry. The HIV/AIDS scourge is with us but we shall stand together with those who have been bravely living with it. We will never forget them and to demonstrate our commitment, Sh. 24 million has been set aside to help them lead normal lives. Let me take this opportunity to also appreciate the support that we have been getting from development partners and stakeholders. They have been really helpful and we thank them even as we look forward to their continued support. The Governor’s vision is to have an all encompassing healthcare service for the entire population. As leaders, we find fulfillment in a society that is clean and disease free.
