The US is a member of the specific convention: CONVENTION ABOLISHING THE REQUIREMENT OF LEGALISATION FOR FOREIGN PUBLIC DOCUMENTS in 1961 (entry in force October 1981) and under Clause 2 of Article 6 it is the “Supreme law of the land”. This means the United States must treat the document as a right under International law for another country to decide within its territorial jurisdiction. Marriage is not under the purview of the United States to relegalize as the evidence shows it did. This violates the rights of Americans and holds them in abeyance for a Supreme Court ruling that was unneeded under International law creating a lengthy denial period of rights under laws that was easily adjudicated under International treaties in force.
