EXCELLENT FINANCIAL MANAGEMENT AND FAR-SIGHTED POLITICAL LEADERSHIP HELP KZN PROVIDE SUSTAINABLE SERVICE DELIVERY The KwaZulu-Natal government continues to be a trend setter on matters of effective and efficient public financial management thanks to the African National Congress far-sighted political leadership and policies. The R96-billion budget delivered today by MEC for Finance Ina Cronje shows that the cost-cutting measures implemented to deal with wasteful expenditure a few years ago have not only resulted in the province achieving sound and sustainable public finances but also earning interest which helps deliver quality services to our people. The positive bank balance has enabled the provincial government to roll out massive service delivery infrastructure projects such as roads, clinics, thousands of free government houses and schools in all parts of the province thus creating much needed jobs. It is therefore not surprising that of the nine provinces, KwaZulu-Natal has created the second highest number of jobs with nearly 30 000 jobs created from October 2012 to December 2013. We have no doubt that more jobs will come as our government continues to deliver major infrastructure projects such as the construction of Dr PixleykaSeme and Madadeni Psychiatric hospitals scheduled for this year, rehabilitation of hospitals, building of schools and the construction of roads and bridges. The ANC applauds the budgetary increases to both education and health which once again demonstrates the ANCs pledge to quality education and access to quality healthcare. The education budget is set to increase from R37.597-billion in the outgoing year to R42.882-billion while the health budget will increase from R29.141-billion to R33.822-billion. We are pleased that the largest portion of the 2014/2015 budget will go to education with seven new state of the art schoolsscheduled to be built during this financial year.This will ensure that the doors of learning are indeed open to all as stated in our Freedom Charter. We urge the department of education to continue with the excellent work it has been doing in transforming most of our schools into no fee schools. The budget allocated for upgrading informal settlements will go a long way towards addressing theappalling conditions that nearly 300 000 of our households in the province live under. This is in line with the State of the Province Address delivered by Premier Cde Senzo Mchunu last week which called on municipalities to develop slums clearance plans with clear timeframes.
