The quartet includes two fiscal hawks from Finland and Latvia overseeing national budgetary rigour, austerity, structural changes and innovation – the policy priorities for Berlin. … Lord Hill, Camerons choice to replace Catherine Ashton as Britains commissioner, is expected to be awarded a middling rank in the new team, either taking the new combined portfolio of climate change and energy, or being put in charge of the EUs internal market, but shorn of the roles previous financial regulation powers.
