For about 40 years I studied and taught management of rangeland. One of the profound differences between rangeland in the plains grasslands vs the west is that it is much more productive here (ie., higher stocking rates). As a consequence of that and American political history and expansion of settlement, most of the west still belongs to US, whereas most of the plains is privately owned. What Krugman says is spot on. Nearly all public land (except parks and refuges) is leased for livestock grazing). Grazing fees on public land have always been well under market (more political history). The deadbeat Bundy refused to pay his discounted grazing fee. The only error (the headline) was somewhat insulting to ranchers in the High Plains, the vast majority of whom lease privately owned land at market rates. The moochers are out west where men are men and cowboys graze their animals on the gummint land!
