Govt interested in spending money on creation ofnew uni instead of consolidating and expanding accessto existing ones; Keen to award new contracts ratherthan completing the abandoned projects orstandardizing existing facilities; Expend hundreds ofmillions paying visiting and part-time lecturers ratherthan recruiting full-time staff62. Govt spending hundreds of millions in mundaneadministration cost instead of providing boreholes andpower supplements; Govt hiring personal staff,including Personal Assistants, Special Advisers,Bodyguards, Personal Consultants, etc.
