France assures full mobilization in assisting communities affected by Yolanda “We want to let the Filipinos know that we are on your side always.” This was a statement given by French Ambassador Gilles Garachon during his visit to Leyte and Cebu last week where he assured the Philippines of continued long-term assistance from France as Filipinos affected by Super Typhoon Yolanda begin to get back on their feet. Ambassador Garachon met with the local officials and townspeople of Talisay, Cebu and Palo, Leyte last November 20 to 21. “The scale of the devastation was absolutely huge. The magnitude was just unbelievable unless you see it from the sky and you talk to the people,” said the French envoy. Having spoken with the barangay captain of Talisay, he noted that “the central government and the local authorities have been impressive. You have to take into account the magnitude of the catastrophe. I think no country in the world could face such a catastrophe alone.” “We really have to work together to help the victims of the typhoon. France has been fully mobilized to take part in this effort,” said Ambassador Garachon. Talisay and Palo were chosen to be the recipients of 70 tons of emergency relief items from the French government and 40 tons from French NGOs, which have been delivered last week through the efforts of a 67-man team composed of civil security officers and personnel from the Paris-based French Crisis Center, assisted by the local government, the Philippine Red Cross, the United Nations High Commissioner for Refugees, and partners from the private sector. While French aid in the past weeks has been focused on emergency relief, Ambassador Garachon announced that the second phase of assistance from France will be rehabilitation and reconstruction in the long term. In the coming months, France will be sending experts to assist not only in the reconstruction of houses and schools in Cebu and Leyte, but to share the technology needed to ensure that such infrastructures are more more resistant to strong winds and earthquakes.
