From Chief Negotiator, cde Khaya Sodidi; LABOUR CONSOLIDATED DEMANDS FOR 2015/16 PUBLIC SERVICE WAGE NEGOTIATIONS 1. Salary Increase 15% across the board, inclusive of CPI with effect from 1 April 2015. This is based on the current CPI of 6,3% which then imply that the real increase would be 8,7% above the CPI resulting in 15% overall increase. 2. Term of the agreement Single –term: This is informed by the fluctuating economic conditions and the ever increasing inflation of commodities mostly used by Public Service Workers. 3. Housing In the absence of Government Employees Housing Scheme (GEHS), we demand an increase of the current Housing Allowance from R900-00 to R3000.00 for all employees. The annual adjustment of the housing allowance with the effect from 1 April each year with the same percentage as the annual salary adjustment. 4. Government Employees Medical aid Scheme (GEMS) 28,5% increase in the medical subsidy for GEMS and open scheme members with effect from 1 April 2015. We demand that GEMS increase be adjusted annually based on the average medical inflation of the previous year. Equalisation of subsidies in respect of open medical schemes. The Scheme must be administered by Government as it was initially intended and not privately so as to have improvement of benefits according to the real owners of the scheme; i.e. the members. 5. Leaves Family responsibility leave to include parents in law. Family responsibility leave to include assistance to immediate family and parent –in laws. 6 (Six) months paid maternity leave; 2 (Two) weeks paid paternity leave outside of the family responsibility leave; and 10 (ten) days special leave for employees with children with special needs 6. OUTSTANDING MATTERS All outstanding matters emanating from the previous resolutions must be finalised as a matter of urgency before the conclusion of the current round of negotiations. The process of finalising such matters should run parallel with the current round of negotiations, but with a view of concluding such earlier than the current round of negotiations. 7. OTHER DEMANDS Levels 1 to 3 must be compressed such that level 4 become an entry level into the Public Service; The State must develop a bursary scheme for Public Service employees’ children; 13th Cheque: We demand that with effect from 1 January 2016, serving employees be allowed to exercise a once-off choice of the month in which they wish their 13th cheque to be paid. New employees, upon appointment, must be allowed to exercise a once-off choice of the month in which they wish their 13th cheque to be paid to them. Recognition of Prior Learning (RPL). End
