It is mind-boggling that a multi-billion dollar organization does not have the most rudimentary system of checks to ensure against this type of fraud where ridiculous number of refunds are sent to individual addresses. It would be very easy to just go to a national sales tax (the collection mechanism is already in place for sales taxes with every company in the country) and do away completely with income taxes and the IRS.
