I don’t see why we should accept anything less than what is given to Scotland. The vow that was given [by Better Together parties at the Scottish independence referendum] locked in for Scotland the Barnett Formula and the money that they get there. That means that if we were to have the same per head of the population in relation to England as they get in Scotland we would have an additional £1.2bn. I would like to hear the arguments against having parity with Scotland. What is it about Wales that means we would deserve less funding? Our need is greater. We’ve been underfunded since the beginning of devolution. It’s money we need to get our economy into the place that we need so we can stand on our own two feet. I don’t want to see us reliant on handouts from the EU. I want a plan to end that dependence. And a referendum on limited income tax sharing powers would be such a waste of money and effort in trying to interest people on a change that will be so minor that I think it’s a decision that could be made by people’s representatives in the Assembly. It could be argued that the question to Scotland about varying income tax, asked in 1997, set a precedent, but that was back then and things have changed, especially since the referendum in Scotland and the package of measures that were on offer.
