I have brought this issue up before and Tony Pepe SM chairman brings it up at the last SM meeting last Wednesday. He asks Mr. Scanlon who does the annual audit for the town about the cost of a forensic audit. Mr. Scanlon gives him a rough idea of the cost, but goes on to give an explanation of how a regular audit is done. It seems after the town prepares for the audit the department heads sign off and then the SM sign off on the final tally. Then it goes to the auditors who do a “sampling “ of the town’s finances to get an idea of where we stand and how well we are accounting for our funding and money moving through the system. A sampling. I was amazed but not surprised as this is a very cursory way to do this and difficult at best to be certain that something is not amiss. A forensic audit goes through every single piece of paper, accounts for where ALL the money is going and where it has come from and in general is a much more thorough accounting of the finances being looked at. Every once in a while something comes out of these meetings worth watching and this was one of those moments. Answers a few questions for me and when I ask about a forensic audit I constantly get told, “Well we we have an audit every year!” I feel much better now. BC
