ICC is rarely involved in the issues relating to protest except the crime exists and the gravity of crime reaches some levels. To use the word "crackdown" is too pematured because: 1. Right to protest peacefully is a right recognized by the law. If this right is exercised in the legal framework, the competent authorities have legal obligation to facilitate the protest. 2. Only when the protest turns to violence or chaos, the competent authorities have also legal obligation to stop the protest. To stop the protest, their measures should be proportional to the practical situation. In Thailand, Turkey, Egypt, there are many experiences that we can learn. Who are responsible to the thousands deaths caused during those even? None, so far.
