IMARAH KHASSAH =========================== Imaarah Khaassah is any ameer who has a specific mandate of authority and his authority extends to the duty that he has been appointed to fulfil. E.g. the Imam of the salah has imaarah khaassah (specific authority) over the salah, its rows, its iqaamah, azaan etc. over specific people who intend to pray behind him in that particular salah. the Ameer of a Dawah organisation has authority only in relation to any matters to do with dawah over those specific people who commit to obeying him. the Ameer of a jihad organisation has specific authority over specific people who commit to fighting with his jamaah - and his authority extends to all matters related to the jihad in that organisation e.g. training, finances, lookouts, booty, strategy, attack plans etc. etc --- all of these ameers only have authority over the people who choose to commit to his leadership and cooperate with him in that duty. They have no authority over OTHER jamaaat or their activities even if they are doing the same duty as them e.g. salah, dawah or jihad. IMARAH KHASSAH OF RULING =========================== the Ameer of ruling who has specific authority (imaarah khassah) is the one who the community has committed to obeying and accepted for him to manage their affairs and security in that locality - i.e. even in the absence of the khalifah, the community needs roads, markets, economy, security, welfare, fuel, courts etc - rather than let Bashar al asad take authority because there is no khilafah yet - the local people may choose to appoint one of their ulamaa or good leaders to manage all of those things to manage the transactions of the society in that locality for them and commit to obey him. So this ameer will have specific authority over all those in that locality over matters of ruling/public security/managing the affairs and transactions (riayat ash-shuoon), of course they will not have authority over other areas unless they also commit to his leadership for those matters and there is no harm if some other people in another region/country do a similar strategy to choose an ameer to manage their affairs bypassing the taghoot who is in authority over them with actual authority/power (Shakwah) - e.g. in yemen, somalia, nigeria, afghanistan etc. IMARAH AMMAH - KHALIFAH ======================== The difference between the above and a khalifah is that A) The khalifah has general authority over Muslims in ALL matters, not a specific duty but over all duties, salah, dawah, jihad, ruling, hudud, zakat, ibaadah etc. B) The khalifah must be obeyed in all matters that are within the obedience of Allah, internally and externally, privately and publically. C) The khalifah has authority over all the public in general and the people have no choice but to accept his authority once elected. D) There can be no second khalifah even in a distant land E) The khalifah does not just have local control/authority, but has Shawkah - the security and power to defend the state from all borders and establish treaties and foreign policies with other nations. F) The khalifah must implement the Islamic foreign policy and establish relationships with neighbouring nations according to Islam. --- The imarah khassah could potentially ignore the neighbouring countries and just focus on managing the affairs of the people locally e.g. in a village or tribe while ignoring the official state/neighbouring countries. G) The Muslims are obliged to obey the Khalifah even if they are not living in the borders of his state. H) Unlike the imaarah khassah, all leaders with Imaarah Khassah are ultimately under the authority of the khalifah. I) The khalifah is obliged to manage certain duties/jobs that are only for him e.g. to establish hudud, to appoint zakat collectors, to collect jizyah etc - these are not duties for the Imaarah Khaassah. J) The bayah given to the khalifah is a specific bayah that can only be given by ahl al hall wal aqd (people who have shawkah - power and authority over the people and security of the borders in their hands) --- like the one given to the prophet (saw) and to Abu Bakr and this is the method of appointing him, Any bayah given to an ameer with Imaarah Khaassah cannot be the same and those appointing him do not need to have the strength or power in the land.
