What if NCR is hit by a disaster this paralyzing? I think we need to have standby forces able to supplement police forces in times of national emergency. It must be part of the contingency plan from the get go. We had to rely on the local government as first responders is no excuse for not being able to mobilize immediately. We need something like the US National Guard. One in Luzon, one in Visayas and one in Mindanao or maybe one in every province.
