In different contexts, weeks ago, Yo-Yo Ma led Chicago Civic Orchestra a performance of Beethoven 6 without a conductor (however, Ma had to couch the musicians, the decision making is still happening among themselves). Developing countries still treat playing classical music (especially symphonic orchestra) as a pride or sort of modernization. Most of the classical-contemporary music programs also takes the orchestral work as dissertation or degree thesis . To get a job, a composer must show orchestral work for credibility.
