In every crowd of 100 there are a always a few individual positive exceptions to a usually socially negative norm. So too with the Camden school situation where the social norm is set in a context of abject poverty, material depravation and the ills of extreme economic dispossession that include arrested educational development, increasing criminal mindedness, bad food choices, environmental injustices, bad health and poor life chances. The poverty is not the result of the effort or non-efforts of a whole set of people who somehow willed themselves to be consistently poor. No. Poverty in Camden must be tied to historic and pervasive racism that splits and segregates most Camden residents into ghetto spaces deliberately set aside and maintained, like the nations Indian reservations, for the bulk of non-whites in Camden County. Like poor performing Indian reservation schools that may produce a tiny few positive exceptions that the white controlled media (Philadelphia Inquirer) can point to as meeting the discriminatory evaluative standards of a racially oppressive white and elitist class social norm, ghetto schools in Camden can be expected do likewise.
