In the long run, this entire imperialist military-industrial capitalist paradigm that dominates the planet needs to transition into something that embodies considerably more justice, fairness, co-operation and greater diversity of autonomy and sovereignty. Homelessness is just a symptom of a greater imbalance in the world. I will say that despite having some not readily obvious flaws, the Housing First concept is at one of the best solutions among those that do not involve the complete (and urgently necessary) restructuring of human society.
