In view of the recent approval from Governor for Gujarat Local Authorities Law(Amendment) Bill, which proposes to make voting compulsory in elections to local authorities, lets discuss the propriety, legality and constitutionality of the concept of compulsory voting. Should citizens be penalized for not exercising their franchise in a democracy? Is it necessary to strengthen our democratic process in these changing times, when many sections of the society, especially the youth, are becoming apolitical and indifferent to the political process? Is it an indication of high-handedness of the State by curbing the personal freedom of choice, or a well thought measure to make our democratic process more meaningful? Lets probe the issues.
