With the help of Candlelight staff to assess the baseline level of each indicator: a. overall project goal b. purpose c. expected results 2. Verify whether the selected indicators for each result are relevant and sign for change that the project wants to achieve. In this regard, the consultant can propose modifications to indicators, removal of any current indicator and addition of new indicators if he/she finds it necessary. 3. Make sure that in the baseline report relevant data for all the indicators is collected and analysed in a way that based on the report Candlelight project staff will be able to review and update baseline level of the indicators to the project logical framework with assistance of the consultant. Requested information: The tender should include the following information: - qualification of facilitator (CV) - a draft research plan (1-2 pages) including a short description on what methods will be used and the duration of the facilitation (number of days) - cost of the tender: facilitation fee/ day only ( NB. the logistics other costs will be paid candlelight) Criteria for approval: Candlelight will choose the consultant in co-operation with ISF country coordinator according to three main criteria’s: a) the capability of the consultant to conduct the facilitation b) the quality and content of the tender c) the cost of the tender Submission of tender: The tender must be submitted by the 9nd of August 2014 to ISF Country Coordinator Airi Kähärä via email ([email protected]). TERMS OF REFERENCE BASELINE STUDY FOR “ 1. PARTNER ORGANIZATIONS 1.1. International Solidarity Foundation (ISF) The International Solidarity Foundation (ISF) is a Finnish non-governmental organisation established in 1970. ISF’s mission is to support development that strengthens democracy, equality and human rights. ISF’s most important values are solidarity, equality, equity and participation. ISF’s work is based on the development vision according to which the preconditions for men and women to live decent and happy lives will have improved. To implement this development vision, ISF promotes improved access to decent work and sustainable livelihood, and gender equality. Purpose of the ISF’s thematic programme is that women’s and mens livelihoods are improved and women’s right to self-determination has advanced in our operating areas. ISF has been supporting NGOs in Somaliland since 2001. 1.2. Candlelight for Environment and Education and Health (Candlelight) Candlelight is a local, non-governmental, non-profit making, developmental organization dedicated to the improvement of the quality of life of the Somaliland community through the provision of appropriate education, promotion of basic health care, environmental conservation, and the creation of employment through viable income generating activities. In addition to these, humanitarian interventions during emergencies are carried out as need arises. The genesis of Candlelight dates back to 1995 and even since the organization has been working in above sectors and its interventions reaching both urban and rural under-served population. Candlelight has a wide presence in most parts of Somaliland with on-going projects aimed at improving the livelihoods of target communities. 2. BACKGROUND Agriculture is the second main productive sector of Somaliland economies accounting for 25% of employment and giving livelihood for around 60% of the rural population. The self-employed in agriculture constitute the bulk of the rural poor. Productivity and income generation potential of the rural areas needs to be tapped through community based people’s initiatives. In addition to farm based agriculture and horticulture related sectors natural resource based products also have potential for sustainable livelihood generation in the country. Candlelight in collaboration with ISF are currently planning a three years development project intervention in Burao and Sheikh Districts in Somaliland. Candlelight and ISF have agreed to conduct a baseline study of the proposed project intervention in the target areas. The focus of the project intervention is to ensure sustainable utilization of natural resources and increase production mainly in the agriculture sector. The project goal is to enhance livelihood opportunities and mitigate constraints that hamper livelihood development of pastoral and agro-pastoral families in the target areas. The project aims at empowering poor households in rural areas to increase fodder production volumes and incomes and to increase sisal production volumes and processing. Challenges are various: lack of sustainable livelihood in household level, low productivity and access and availability of water in agricultural production, poor infrastructure and service delivery in community level, and inadequate access to input and output markets at the supply chain level, including financial investment to sustain fodder production. These problems are interrelated, commonly leading to a vicious of poverty. 3. THE OBJECTIVES AND SCOPE OF THE STUDY 3.1. Objective of the consultancy The facilitation is aimed to analyse the following aspects: 1. Scope of the study The consultant shall formulate the methodology of the gender disaggregated data collection and analysis in such way that gives clear information on the current level of the indicators for overall project goal, purpose and expected results specified in draft logical framework . The current draft project goal, purpose and expected results level indicators which are subject changes are outlined below. The project logic below to be modified according to the latest Logical Framework table. Project Goal: Enhanced livelihood conditions of pastoral and agro-pastoral families in the target villages ’ Indicators: 1. Percentage in the satisfaction on status of housing for the HH in moderately comfortable level is increased by Y% in 2017 2. The percentage of HHs having permanent, semi-permanent and temporary housing types in the target villages is increased by approximately Y% in 2017. 3. The percentage of people’ (male and female) employed (i.e. self-employed, temporary/casual laborers) in the fodder farms of the target villages is increased by approximately Y% in 2017. Project Purpose: Improved household incomes through increased production and sales of fodder and marketable sisal bi-products in the target villages Indicators: 1. The average herd size of animals (goat, sheep, cattle, donkeys and camel) by pastoral families members (women and men) in the target areas is increased by at least Y% in 2017 2. 2. The percentage of pastoral and agro-pastoral household in the target areas who are reporting an increase of $50 and above in average household monthly income from fodder sales is increased by Y% in 2017. 3. The number of HHs getting average family monthly income of $51 USD and above from sisal in the target villages is increased by Y% in 2017 4. The percentage of households who are investing annually the fodder and sisal production with $51 and above from their income is increased by y% in 2017 Result 1: Increased access and availability of fodder in the target villages throughout the year. Indicators: 1.1: The percentage of households in the target villages having fodder reserves for their animals during critical months (Dec -March) is increased to Y% in 2017. 1.2: The production volumes in yield per ha of palatable fodder species measured in bales is increased by Y% in 2017 1.3: The number of women and men who are learn and apply new skills in fodder baling and storing mechanisms is increased Y in 2017 1.4: The average number of water points in fodder farms rehabilitated/ established is increased to Y in 2017. Result 2: Increased production of sisal in the target villages of Godayar and godawein Indicators: 2.1. The number of women in the target villages who are involved in sisal processing is increased by Y% in 2017. 2.2. The number of types of new marketable products made from sisal in the target villages of Godawein and Godayar is increased to Y in 2017. 2.3. The number of women who are learning new skills in sisal processing in the target villages is increased to Y% in 2017 2.4: Number of sisal business women groups operating effectively in the target villages is increased to X in 2017 2.5: The sales volumes of the Sisal products from the target villages is increased by Y% in 2017. Result 3: The professionalism capacity of Candlelight staff to manage livelihoods project is strengthened Indicators: 3.1: Change in financial and narrative reporting capacity of Candlelight project staff is increased by Y% in 2017. (Qualitative: Audit &narrative reports) 3.2: Change in data collection and analysis skills of CLHE and ADO program staff on project results indicators increased by Y% in 2017 (qualitative, annual reports) 3.3: Increase in number of other NGOs and institution contacting Candlelight to get consultation concerning livelihoods programs from base in 2017 4. METHODOLOGY The consultant will develop and submit the methodology and tools to candlelight and ISF for approval before starting the consultant work. However, the consultant will implement the following key methodologies and tools including: - review of the project document - individual interviews - focal group discussions with target beneficiaries - use of semi-structured questionnaires and checklists as basic tools The consultant will go for a field trip to Somaliland and visit 4 villages (Qoyta, Galooley, Godayar and Godawein villages) in order to conduct the study. 5. TIMING AND DURATION The study is expected to be implemented in August 2014. The draft of the work plan for consultancy including the proposed methodology should be sent to ISF/Candlelight 9th of August 2014. The first draft of the consultancy report is expected be sent to ISF/Candlelight on 15th of September 2014 and the final report on the study on 20th September 2014. . QUALIFICATION AND SKILLS REQUIRED The consultant shall have the following experience to carry out the study: • University degree (Masters or above) in agriculture or agricultural economics or in a discipline relevant to this assignment with a minimum of 10 years’ experience. • Experience in the designing of technical studies, particularly those related to agriculture, rural livelihood development fodder production and sisal bi-products processing. • Proven track record in research work, preferably in the field of the baseline study.
