J W Jacobs (Me), Russell Morrison and Charles Shaw - all NC Licensed Bail Agents were at a home in Scotland County searching for a Skip/Bail Jumper. The house we were at was the recorded place of residence of the defendant. Each of us Bail Agents was riding in separate vehicles. Prior to Blalocks encounter with me there had been NO ONE yelling, cussing or anything with ANYONE. Blalock never even opened his mouth to me when he arrived or at any time thereafter until I was in my truck and trying to get turned around in the yard to depart. In fact, I know Blalock; but because of my increased memory lost, with age, I didnt remember where I knew him from even after he arrived. I didnt know who he was until he blurted out his name when he approached my vehicle. Ive eaten at Blalocks restaurant many times that he owned and operated after he left The Scotland County Sheriffs Office after his Daddy lost re-election about 8 years ago. Blalock and I have NEVER crossed words with one another. In fact, within his restaurant we had sat and conversed with each other, many times, while I ate lunch there. This is another reason that I was simply appalled by his actions and words towards me on 12/13/2014. I didnt even know that he had been re-hired by The Scotland County Sheriffs Office. I havent seen Blalock in numerous years. His restaurant went belly-up and he subsequently closed it. His profanity, along with him referring to my past combined with him Threatening me was VERY Unprofessional, Unwarranted, Of The Lowest Ethics and certainly not Justified by Any Standard(s).
