KCCA management mess is a product of the Lord Mayor Erias Lukwago being politically toothless and the failure of the Executive Director Jennifer Musisi failing to understand the management of the political environment in a multiparty dispensation . An administrative and political change in the top leadership is necessary for now. All I think is that the KCCA technical bench can be best managed by a person whose career growth is associated with local Governments say a chief administrative officer. Jennifer Musisis past work experience renders her to be unable to manage KCCA and ping pong the various players who want a say at KCCA.
