***LONDON AREA*** This is a HUGE step in the right direction, not just for rescues but for people who want to adopt but cant because of the bylaw. Please note that on: Monday, July 21st, at 7:15 PM, there will be a Public Participation Meeting at the Community and Protective Services Committee RE: Animal Control Bylaws To finalize the proposed changes to the Animal Control Bylaw, concerning numbers of dogs and cats allowed in London homes, numbers of dogs and cats allowed in Rescue group foster homes, and other related matters - - such as how to define what constitutes a valid Rescue group in order to receive special privileges from the City. See official notice at end of this email. Anyone can be a delegate at this Public Participation Meeting. You can officially register to speak as a delegate by emailing: Lauren Kucera at: [email protected] Deadline is this Friday, July 18th by 9:00 AM The deadline to submit material has already passed. But, you can be listed as a delegate by registering via email. Anyone can speak, even if you have not registered. Anyone who attends this meeting will have the opportunity to speak from the gallery. No prepared speeches are required. If you want the City to allow more dogs and cats in London homes, to allow Rescue groups to have special privileges in their foster homes, then you need to support these changes. If you volunteer with a dog or cat Rescue group, and if you have ideas on how the City should determine what criteria constitutes an ‘Authorized Rescue Group’ then please share your ideas at this meeting. Part of the proposal suggests providing free, temporary licenses to dogs in the care of foster homes, and a complete exemption from the cat identification/license fee for cats in foster homes. As well, it is likely that foster homes will be allowed to keep a larger number of dogs and cats in their homes. These special privileges will also be attractive to breeders, puppy mill operators and brokers who sell their dogs, and those who simply wish to circumvent City bylaws. This would hamper the work of Rescue groups, so there is a genuine need to establish what constitutes an actual rescue group. Just attending in the gallery sends the message that this matters to you. What is proposed: Staff has recommended that: Regular homes be allowed to house up to 8 cats, up to 3 dogs, to a total combination of 8 animals - only 3 of which can be dogs. Rescue group foster homes: up to 10 cats per foster home and up to 4 dogs per foster home, to a combined total of 10 animals, only 4 of which can be dogs. The Animal Welfare Advisory Committee has recommended: Regular London homes: up to 8 cats, and up to 4 dogs, to a total of 8 combined, only 4 of which can be dogs. Rescue Group Foster Homes – be totally exempt from the Animal Control bylaw regarding numbers, and that the Rescue groups regulate their own foster homes. There is no attempt to keep a registry of foster homes, and the privacy of foster homes will be protected under the current proposal. Only the directors of rescue groups, or official representatives will need to identify themselves to the City administration in order to receive the free licenses and increased numbers allowed. This is an important change to the Animal Control Bylaw, and this is your opportunity to help set policies that will affect Rescue groups operating in London in the coming years.
