Literacy is dropping, schools obviously arent teaching very well! Literacy pre-public schools was extremely high in the western world, Principally because nearly every parent read the bible to their kids every night, Schools were small and all the age groups were mixed together and taught the same things. Most school funding came from the community through donations of labour, money or materials. The first public schools were created by the Prussian empire pre WW1 and they beat the french massively because all their troops were readily indoctrinated. After that success, the world adopted public schooling, In America, children were literally dragged to school by soldiers on horseback in some cases in the early days.
