Lungu’s Mast Falls Off, His Anti Constitution Stance Exposed The mask has fallen off Justice Minister Edgar Lungu over his pretensions on the constitution making process as his hard line stance against the process resurfaced when he said that the process cannot be rushed as Zambia is not in a war situation. Lungu had given a false sense of goodwill when he took over from Wynter Kabimba but has in his last public sentiments parroted his predecessor’s stance on the constitution making process. The Justice Minister who is also the Patriotic Front Secretary General said the process will take a longer period than the constitution advocates wanted. “It is not tautology but reality we have to use the current constitution law to come up with a new constitution, we cannot just abandon it just like that like we are in a war situation,” he said. “It doesn’t happen like that in the constitution making there has to be transformation into either a completely new document or an amended version. Anything short of that is just anarchy. I would urge Mr HH [Hakainde Hichilema] to consult widely and avoid opening his mouth on matters he least understands.” Lungu said there will be no short cuts on the constitution making process. “The legal framework is going to be found in the current constitution not in another document of speculation. So if we are going to follow the law we will follow the law,” he said. UPND President Hakainde Hichilema had challenged government to release the draft constitution and ensure that mechanisms to have a referendum are put in place. “We need the release of the draft constitution now. In there we expect to see clarity on the referendum. That is what people have been saying from the Chona Commission in the 70s,” he said.
