Minutes of the Public Works Committee – July 8th 2014 A meeting of the Public Works Committee of the City of Prairie du Chien was held on Tuesday July 8th 2014 at 6:00 PM in City Hall. Chairman Kyle Kozelka called the meeting to order. GENERAL ITEMS TO BE ACTED UPON: 1. Call to order/Roll Call – Kyle Kozelka (Chairperson), Edward Hayes-Hall, Todd Myers, Mike Jones ABSENT – Mark Thein CITY STAFF ALSO PRESENT – Mayor Dave Hemmer, City Administrator Aaron Kramer, Police Lieutenant Terry Sprosty, Co-Public Works Managers Terry Meyer and Larry Gates 2. Certification of the open meeting law agenda requirements and approval of the agenda – MOTION: Jones SECOND: Myers VOTE: 4-0 3. APPROVAL - Minutes of the May 27th 2014 meeting – MOTION: Kozelka SECOND: Hayes-Hall VOTE: 4-0 ACTION ITEMS 4. DISCUSSION AND ACTION - Request from Denise Barrett, 130 W. Glenn Street to have a “Watch for Autistic or Disable Child area” sign placed in the 700 (southbound traffic) and 800 block (northbound traffic) of S. Beaumont Road Meyer provided a brief description of the request. ACTION: To recommend the Council, at its July 15th meeting, approve the request from Denise Barrett, 130 W. Glenn Street to have a “Watch for Autistic or Disable Child area” sign placed in the 700 (southbound traffic) and 800 block (northbound traffic) of S. Beaumont Road MOTION: Kozelka SECOND: Jones VOTE: 4-0 NOTE: Thein joined the meeting at 6:15 PM. 5. DISCUSSION AND ACTION – Access for the 2017 Marquette Road Project A public informational meeting was held at this time to discuss the preliminary design for the Marquette Road project from La Pointe Street to Mooney Street. The proposed new access points along Marquette Road for the 2017 project (LaPointe Street to Crawford) were discussed. Affected property owners had received letters inviting them to this meeting. The final decision on access points will be made by the Public Works Committee, at a later date, as this does not go to the Council per City Ordinance. Heidi Schwarz, Ryan McKane, and Kevin Anderson were present from Knight Engineering. Ian Winger, Andy Winga and Craig Fisher from the Wisconsin DOT were also present. Schwarz provided an overview of the 2017 project. She stated the road condition was deteriorated, with the south end installed in 1983 and the north end in 1967. She said the road also had an accident rate 33 percent higher than the state average. Schwarz also noted that the project has changed from its original design due to a reduction in traffic counts (20,000 pre-bypass to 12,300 today and a projected 15,300 in 2037). Addressing the Committee with questions and concerns about the project were the following people: Paula and Randy Sheckler (Subway/Papa Murphys), Dave Bowar (Hardees), Brian Edwards (Edwards Plumbing and Eddie’s Pub), John Rybarczyk (711 North Main Street), Sue Tiller (Tiller Furniture), Jason Cathman (Culvers) and Dennis Pellock (Crawford County Highway Commissioner). No formal action was taken by the Committee. 6.
