Modi Govt functioning with transparency: NEW DELHI, AUGUST 14 : Replying to a question in Rajya Sabha here today about the allocation of government officers and other staff between Andhra Pradesh and the newly carved out State of Telangana, Dr Jitendra Singh, Union Minister of State (Independent Charge) for Science & Technology and Earth Sciences, MoS in Prime Minister’s Office (PMO), Personnel, Public Grievances and Pensions, Space & Atomic Energy, stated that the distribution of the officials is being done with absolute objectivity and in doing so, the Government is functioning with transparency, the evidence of which is borne out by the fact that the names of officials and their places or posts of allocation are being put up on the website to give them enough time to register their grievances, if any. Dr Jitendra Singh said that soon after the Narendra Modi Government took over, the first major challenging task before the Department of Personnel and Training (DoPT) was to carry out the allocation of officials between the two States and the matter attained urgency because the new State of Telangana had to become functional from 2nd June which means that the entire exercise was to be accomplished by the new Government just within six days of its taking over on May, 26. In an elaborate reply quoting figures and data, Dr Jitendra Singh informed the House that the erstwhile united State of Andhra Pradesh had about 8.04 lakh employees including those belonging to All India Services and those belonging to the State Services. Following the Andhra Pradesh reorganization Bill, he said, two Committees were constituted for allocation of employees, namely, Pratyush Sinha Committee for All India Services and Kamalnathan Committee for State Service Officials respectively. There were 783 All India Service posts in the erstwhile Andhra Pradesh including those of IAS, IPS and IFS against which about 627 officers were functioning who were to be distributed between the two States, he added. Dr Jitendra Singh assured the Members that there was no room for arbitrariness or subjectivity in carrying out the exercise and that the procedure followed was based on sound, scientific, statistical rationale. While in case of IAS, IPS and IFS services, for example, he said, the senior most functionaries were allocated by name and the preference of the State government, for the rest of the officers where local preference could not be accommodated, a strict roaster criteria was followed by distributing the posts in the ratio of 13:10 considering that out of the total of 23 districts in erstwhile Andhra Pradesh, 13 have gone to Andhra Pradesh and 10 to the newly created State of Telangana. Reassuring the Members from Andhra Pradesh and Telangana that there should be no reason for speculation or apprehension, Dr Jitendra Singh said that the officers will have the opportunity to lodge their grievances with a Committee consisting of Chief Secretaries of both the States and representatives from different service cadres.
