It benefits taxpayers by ensuring a due process exists to vet personnel and labor issues before they turn into a lawsuit or strike. In fact, in Phoenix release time was granted years ago in exchange for city workers relinquishing their right to strike. Employees on release time are also able to participate in the many charitable ventures by labor unions that pump millions of private dollars yearly into local charities.
