Motorists speak on urban toll gates: Commuter bus operators say if plans to introduce urban toll gates are implemented, they will pass the cost to the public by raising fares if their businesses are to remain viable. Commuter buses plying the Harare-Nyabira route said they will be the hardest hit as they would pass through two toll gates. Others said they will find ways of evading the system. Other motorists said the urban toll gates will increase the already high cost of living. The Consumer Council of Zimbabwe said authorities should complete pending road construction projects before starting on the new urban toll gate initiative. It is envisaged the urban toll gates will raise funds to finance infrastructural development, decongest city centres and reduce carbon emissions should they be introduced. Last week, South Africa introduced similar legislation which had been facing resistance for months from the COSATU trade union and other civil society groups.
