NO PLANS TO INCORPORATE DTEF, HRDC Government has no plans to incorporate the Department of Tertiary Education Financing (DTEF) into the Human Resource Development Council (HRDC), says Assistant Minister of Education and Skills Development, Dr Unity Dow Responding to a parliamentary question, she said instead the function of education financing currently performed by DTEF was being transferred to HRDC. She said according to the HRDC Act of 2013, HRDC would establish a new revolving fund called Tertiary Education Student Sponsorship Fund (TESSF), while extensive consultations were undertaken during the establishment of HRDC. Furthermore, Dr Dow noted that consultations were done through workshops held across the country and kgotla meetings which were addressed by senior staff of the HRDC (then TEC). She said the consultative workshops covered places such as Maun, Francistown, Serowe, Palapye, Selebi Phikwe, Gaborone, Lobatse, Ghanzi and Tsabong. “Stakeholders across the country appreciated the consultations and supported the reforms coming through HRDC. Moreover, tertiary students and parents are represented on the interim board of HRDC,” said Dr Dow. She also noted that there were no changes to the tertiary education student sponsorship policy, adding that any envisaged changes would be preceded by similar consultations and such changes would not normally affect students already in the system. Dr Dow, however, acknowledged facing a challenge with former students who were now working and were not repaying their student loans. Gaborone Central MP, Mr Phenyo Butale had asked the Minister of Education and Skills Development to state the progress made in the incorporation and transformation of the DTEF into the HRDC. He also wanted to know whether the necessary consultation of all stakeholders was adhered to as one of the principles that underpinned inclusive democratic governance.
