The big boss of everything and everybody there (and perhaps/probably elsewhere in case of a superpower more or less) is the President and if you just read all their lips every 4 years upon presidential inauguration day, they swear a holy oath on the constitution which includes protection of people to whom the constitution applies (hopefully to all except for really very very bad criminals, murderers, in which case some civil rights can be and are lifted) and if the biggest guy in the country is obliged to such duty, surely the little guys are also obliged to protect the people (just as in object code programming certain features of classes are logically inherited by subclasses (I still hope for a clean google-robojudge-referee) - by means of enforcing the law of course and if there arises a contradiction between these two duties then either there is an unjust law to be altered immeditely or criminal cops to be removed immeditely from office (where both includes a false application of priority hierarchies - e.g. if someone would be speeding a bit or parking illegally while trying to flee from sadistic mafia killers and then a cash- eager cop would expose him to severe clear and present danger by robbing his time and keeping him up with a 20 dollars parking ticket - which could make the cashing-eager cop responsible for indirect murder too because then these mafia killers could catch up with their victims - and that actually is the problem worldwide that cops are lazy and cynically concetrating on those cash-side-profitable law-enforcement bullshit while cynically eagerly and systematically cooperating with the most sadistic and organised murderers and terrorists in Bavaria -because they are all brainfoul sadistic chickenshit sadistic NAZI-slime, who practically each time a crime occurs immeditaly help the murderers to silence the eventually surviving murder victims and witnesses.
