Job Announcement for a Short-Term Consultant with the World Bank Job Title: FIELD SURVEY COORDINATOR Location: PUNJAB, PAKISTAN Duration: AUGUST 15, 2013 – JUNE 30, 2014 1. INTRODUCTION The World Bank (the Bank) is a vital source of financial and technical assistance to developing countries around the world. The Bank provides low-interest loans, interest-free credits, and grants to developing countries. These loans support a wide array of investments in such areas as education, health, public administration, infrastructure, financial and private sector development, agriculture, and environmental and natural resource management. The Bank also offers support to developing countries through policy advice, research and analysis, and technical assistance. The analytical work often underpins Bank financing and helps inform developing countries’ own investments. In addition, the Bank supports capacity development in the countries it serves. The Bank also sponsors, hosts, or participates in conferences and forums on issues of development. Established in 1944, the Bank is headquartered in Washington, D.C., USA. The following terms of reference describe the main tasks and responsibilities for a short-term consultant (STC) to the Bank who will serve as a Field Survey Coordinator for a longitudinal study of schools in the provinces of Punjab and Sindh, Pakistan. This longitudinal study is a collaborative project between the Bank and the two provincial governments, and comprises of a survey component and a learning assessment component. The survey component will capture extensive information on the characteristics of a large sample of schools as well as characteristics and behaviors of their teachers and students. The learning assessment component will involve competency-based tests in selected subjects administered in selected grades. In addition, a school readiness test will be administered to students in early grades in a subsample of schools. The STC will be based in Lahore, Punjab, with frequent travels within Lahore as well as to other parts of Punjab. The Bank team includes team leaders, a research assistant and a research analyst, all based in Washington, D.C. In addition, there will be a learning assessment expert based in Pakistan, and another field survey coordinator based in Karachi, Sindh. There will also be four third-party firms: one international test development firm, one local test scoring and score entry firm, and two local survey and test administration firms (one in each province). 2. KEY RESPONSIBILITIES AND DELIVERABLES GENERAL • Maintain regular and effective communication and collaboration with the full Bank team. • Report directly to the Bank team leaders on a weekly basis and as requested. • Facilitate communications and follow up on agreements between the Bank team and the Punjab government, third-party firms, and other stakeholders that may be involved. • Collect requested information (e.g., via interviews; picking up documents and datasets) and transmit/deliver to Bank team leaders on a timely basis. • To the extent possible, seek guidance and clarification from the Bank team leaders on complex issues or in troubleshooting problems. • During visits by Bank team members from Islamabad/Washington, D.C., accompany them to meetings and assist with planning, logistics, and note-taking. • Organize consultations with relevant stakeholders in consultation with Bank team leaders. • Maintain always full knowledge and documentation of logistics, schedules, and ongoing and planned activities of third-party firms involved in survey work related to Punjab. • Manage and store all reports, notes, forms, correspondences, and datasets related to the survey work in an organized, secure, and readily accessible way. • Contribute to Bank team products such as reports, website contents, and aide-memoires. QUALITY CONTROL OF PRE-TESTING OF TEST INSTRUMENTS • Assist with and oversee (in an external quality control role) the pre-testing of test instruments conducted by the test development firm. Visits or calls to schools and teachers may be involved. • Cooperate effectively with the test development firm, but maintain independence and ensure confidentiality of task/responsibility specifics. • Report deviations from the pre-testing procedures and protocols agreed on between the Bank team and the test development firm. QUALITY CONTROL OF SURVEY AND TEST ADMINISTRATION • Assist with training activities for the survey and test administration teams. • Assist with survey and test administration pilot fielding conducted by the survey/test administration firm. For e.g. coordinate with relevant officials to solicit participation of schools; if required, accompany test development team to schools where the items/instruments are pre-tested to facilitate this activity, etc. • Oversee (in an external quality control role) the field administration of the survey and tests, which may involve visits or calls to schools and teachers. • Cooperate effectively with the survey and test administration firm, but maintain independence and ensure confidentiality of task/responsibility specifics. • Report deviations from the survey and test administration procedures and protocols agreed on between the Bank team and the survey and test administration firm. • Maintain a detailed field survey and test administration journal, documenting issues and troubleshooting steps taken, as well as aspects related to the firm’s performance. • Conduct small piloting exercises as requested by Bank team leaders. QUALITY CONTROL OF SURVEY AND TEST SCORE DATA ENTRY AND PROCESSING • Oversee (in an external quality control role) the data entry and processing conducted by the survey and test administration firm and the test scoring and score entry firm. • Cooperate effectively with the data entry/processing quality control personnel assigned by the third-party firms, but maintain independence and ensure confidentiality of task specifics. • Report deviations from the data entry, cleaning, formatting, storage guidelines and protocols agreed on between the Bank team and the third-party firms. • Assist with data quality validation exercises. 3. QUALIFICATIONS AND SKILLS REQUIRED • Masters’ degree in Economics, Education, Public Policy, Applied Statistics, International Development or related fields. • Prior experience or proven professional interest in international development and/or education. • Excellent organizational, analytical thinking and teamwork skills. • Good oral and written communications skills. • Attention to detail. • Self-motivated and able to work effectively under tight deadlines. • Ability to communicate and collaborate effectively with people from different fields of study and work, backgrounds and cultures. • Fluency in Urdu and English. PREFERRED • Experience with administration or supervision of survey work. • Experience with survey database management and analysis. • Proficiency in Punjabi. 4. COMMUNICATIONS AND TRAVEL REQUIREMENTS AND EXPENSES The STC will work from his/her home in Lahore, with frequent travels within Lahore as well as to other parts of Punjab. Frequent telephone communications with Bank team members, third-parties and stakeholders are also expected. Communications and travel expenses related to survey work will be reimbursed by the Bank, either through an augmentation to the pay rate, or through receipt-based reimbursement. The STC is also expected to comply with all Bank safety and security procedures and protocols in place and in effect at the time of travel. 5. CONTRACT DURATION Maximum 150 work days from August 15, 2013 to June 30, 2014. 6.
