Good News to let everyone knows that on July 12, 2013 (Friday) at1:30 p.m., Philippine Time in our Municipality of Balayan, Province of Batangas under the 1st District that we have the INAUGURATION and it will be held with the presence of our local dignitaries and honorable and distinguished guests like of the Members of the Local Legislative Body which is the Sanggunian Bayan Members and all the Department Heads including our beloved Representative of the House of Congress Hon. Congresswoman Elect Eileen Ermita Buhain as Guest of Honor with our two (2) Board Members Hon. Rosales and Hon. Bausas of the 1st District of Batangas since it is the first ever to witnessed and be informed of its importance about the EXECUTIVE -LEGISLATIVE AGENDA (ELA) on this Calendar Year 2013-2014. What do we supposedly to expect on this INAUGURATION DAY? if we are aware with the excitement to see and hear our beloved Chief Executive or our President of the Republic of the Philippines to his STATE OF THE NATION ADDRESSED (SONA) this event have actually of the same activity locally in our Municipality of Balayan to what we called it INAUGURATION on July 12, 2013 at 1:30 p.m., to be ardent to hear and to witness of how our Local Chief Executive or our beloved Mayor Elect Hon. Emmanuel Salvador O. Fronda will do his own STATE OF THE LOCAL EXECUTIVE -LEGISLATIVE ADDRESSED (ELA) in front of the members of the Local Legislative Body with the Department Heads, Liga ng mga Barangay, our Foreign and local investors and businessmen, leaders of the different civic and religious groups and even to all officers and members of Municipal Teachers Board etc. This is why the Local Legislative Body under the leadership of our beloved Hon.Vice Mayor Elect JOEL. TANGLAO ARADA of the Municipality of Balayan conducted and call for the meeting today July 03, 2013 to all the Department Heads that was held in the Office of the Vice Mayor which started at about 9:00 a.m., and ended with simple mirienda at about 10:45 a.m., that is exclusively and with Confidentiality. But majority of the Department Heads in our Municipality are present with the numbers of 20 all in all and they truly feel the true Spirit of Alliance and they developed to be veracious as they are encouraged by our beloved Vice Mayor JOEL T. ARADA to be realistic for their budget proposals each of the Department Heads although delayed of budget approval is actually realized today. But there is a HOPE for the given time for preparations with the deadline to submit each of the Department Heads of their proposed budgets before the Fiscal Annual Budget Approval on or before Month of August 2013 so that on or before Month of December 2013 everything is being approved for the Annual Budget in the Year 2014. In short, CHANGES IS CLEAR to continue for the better the good of Delivery of Basics Services focusing to "Public Office is a Public Trust" in Article XI, Section 1 of our Philippine Constitution which is now the vision and aspiration for a CHANGED to our People of Balayan encouraging all the department heads in support and in helping our beloved Hon. Mayor Elect Emmanuel Salvador O. Fronda why the ELA is important for the EXECUTIVE - LEGISLATIVE to have the AGENDA in the INAUGURATION DAY that will be held on July 12, 2013 at 1:30 p.m., in our Municipality of Balayan to be informed. That is why this EDITORIAL for BALAYENOS to educate about the ELA AGENDA is actually a great help as expected of the majority of our BALAYENOS for the STATE OF THE LOCAL EXECUTIVE ADDRESSED on July 12 in the INAUGURATION for many are excited and willing to confess of our beloved Mayor Elect the following; 1. The present status of our Annual Fiscal Budget and Income as proposed on this Year 2013-2014. 2. How the balance GENERAL FUND BUDGET is being used which is composed of Expenditures Program and Source of Financing? 3. How is the plan for the growth & development of the Revenue Program Distribution? 4. How the Program Thrusts and Priorities are given importance. All of the above-mentioned in terms of the proposed Annual Budgets for the INAUGURATION are actually expected to hear of our BALAYENOS to our Local Chief Executive or the office of the Mayor regarding the present status of the budgets of our Municipality to confess why we are abortive to meet the target amount as expected supposedly every year to have the budgets as far as collections of the taxes are concerned especially the revenue generating measures. With this, it is why the Local Legislative Body under the office of the Vice Mayor HON.JOEL T.ARADA and with the Sanggunian Bayan Members should know also limitation in the formulation of a Legislative Agenda. It should not encroached on the exercise of the Local Chief Executive own "executive power." The meeting of the Vice Mayor Elect with the Department Heads today July 03, 2013 is actually to extend the gratitude to our beloved Local Chief Executive our beloved MAYOR for it is timely to make everyone to prepared themselves also on July 12, 2013 for the INAUGURATION or ELA that is planning document that is mutually developed and agreed upon both the Executive & Legislative Departments of an LGU.
