On A day rupee touched an all-time intra-day low of 64 to a dollar mark before settling at 64.25, former President A P J Abdul Kalam proposed a three-pronged strategy, including implementing PURA (Providing Urban Amenities in Rural Areas) — a concept advocated by him — to lift the country out of the present economic crisis. “As a first step, PURA should be implemented for the 700 million people residing in 6,00,000 lakh villages in the country,” PURA was mooted by him when he was the President to provide urban infrastructure and services in rural hubs to create economic opportunities outside cities. The central government has been running pilot PURA projects in several states since 2004. Kalam said the second step should be to provide technological and other help to millions of small scale and medium industries throughout the country. The third step should be be value addition to agriculture. “Our farmers produce 250 million tonnes of food but we are not doing any value addition. If we do so, there will be a considerable rise in the produce. This way both farmers and the nation will benefit” “These are national actions. We don’t need any other external help.
