PANO – Highly speaking of eminent human resources of Vietnam, Shim Won Hwan, General Director of Bac Ninh-based Samsung Complex, emphasized that his group is willing to collaborate with the Vietnamese Government and other departments in training hi-tech human resources. Samsung Group has been employing about 60,000 Vietnamese. In fact, up to 130,000 Vietnamese workers are working for the group and other Samsung’s partners. That figure is expected to reach US $30 billion in 2014, making up 20 per cent of Vietnam’s. After nearly 20 years operating in Vietnam, Samsung has become one of the most effective Korean investors in the country. In his interview with the People’s Army Newspaper, General Director Shim Won Hwan held that Samsung has established a cell phone and information technology (IT) research and development center in Hanoi with 1,200 engineers and staffers. According to him, the debut of this centre is seen as an important beginning to contribute to promoting Vietnam’s IT research capability in the time to come. Agreeing that Vietnam’s support industry is interested by foreign companies, the Korean businessman suggested Vietnamese enterprises pay more attention to and do more efforts to develop it. However, he advised them to do it step by step. Accordingly, Vietnamese enterprises should start off with simple parts. Later, enterprises could master technologies and expand their production to meet Samsung’s and other foreign enterprises’ demands. He also mentioned that the Government of Vietnam should draw up more preferential policies and create favourable conditions for local enterprises to develop the domestic support industry, so that they could later join the chain of international production processes. He also laid stress on Samsung’s consistent policy, stating that that if local enterprises meet the three criteria of quality, delivery time, and price, Samsung always gives priority to cooperate with them. Saying again that Samsung has been investing much in Vietnam, he affirmed the group’s current success came from many factors, one of which is that it has received great support from the Vietnamese Government, sectors and people. In the long-term, the company’s cooperation strategy in Vietnam will focus on two major targets: first, to develop small- and medium-sized enterprises, especially those involved in support industry and hi-tech reseach, development and production so as to create a firm foundation for Vietnam’s industry structure; second, to train hi-tech human resources in Vietnam. The latter, according to the Korean businessman, is an area that the Vietnamese Government should also pay much attention to in order to ensure its long-term goals to promote socio-economic development. He also recommended that Vietnam lure specialists to work for local enterprises or foreign ones doing business in the country. Besides, he rejected some rumours that Samsung might relocate its factories in Vietnam to other countries if Vietnamese labour costs were too high, confirming that in its investment strategy, Samsung would never do that. Regarding Korean enterprises’ willingness to do business in Vietnam, he held that Vietnam has eminent human resources that they could trust in and put forward their investment in Vietnam. Most importantly, Korean enterprises should contribute more to the development of local human resources to make their investment more effective. Furthermore, culture and ways of thinking of the Vietnamese and Koreans seem to be similar. Thus, Korean investors will face less culture shock; that could be seen as an advantage for them while doing business here. About the coming state-level visit of Vietnamese General Secretary Nguyen Phu Trong to the Republic of Korea (RoK), he shared Samsung hopes that via this visit, including many meetings between the two countries’ senior leaders and on the basis of current good bilateral cooperation, the RoK-Vietnam relationship will be closer and more good opportunities will be opened for the two sides’ investors. For its part, Samsung wants to receive greater support from the Vietnamese Government and relevant organs, especially in the projects of infrastructure, to further build the ties for mutual benefit. Samsung also wishes Vietnam to adjust its policies for enterprises operating globally like Samsung, instead of its current ones for normal enterprises, and open more investment opportunities for Korean enterprises.
